I am not sure if many entrepreneurs and small-scale companies are aware that there is one government program that they should try to access for product development, process development, improvement of existing products/processes, development and improvement of packaging material and label design, or for other provisions such as technical services.
The Technology Innovation for Commercialization program, or Technicom for short, is a government program under the Department of Science and Technology (DOST) aimed at hastening the commercialization of Research and Development (R&D) results by both government research institutes and the private sector. It provides assistance to facilitate access to small and medium enterprises (SMEs) to the necessary government research facilities and personnel.
After it was implemented in 2003, Technicom has provided technical and financial assistance to private sector businesses in the ares of pilot-plant production, technology assessment, commercial prototype development, preparation of commercialization plans, intellectual property rights protection and technology evaluation.
The grant provided by Technicom ranged between PhP 100,000.00 and PhP 3 million. If the cost required is more than PhP 3 million, additional partners from the private sectors are required to invest.
To date, more than PhP 100 million was disbursed to commercialized more than a dozen technologies in exchange for minimal royalties that are plowed back to the national treasury. Some of these technologies already made available include the kit that prevents salmonella food poisoning (Lipa Quality Control Center), a soccer robot system (Holy Angel University) and a bamboo tile-maker machine (Mariano Marcos State University).
According to Graciano P. Yumul, Jr., DOST Undersecretary for Research and Development in an interview conducted by Entrepreneur, "Our academic institutions, our R&D institutions, have a very big R because they do lots of research, but they have very little D. In contrast, private sector industries have a small R, but has a huge D. So what the DOST is doing rigt now is to try to bridge that innovation chasm. Through Technicom, we are making an effort to match the big R of academe with the big D of the private sector.
